Toronto drivers increasingly charged for driving without insurance: CTV report

Toronto drivers are increasingly being charged for driving without insurance, according to Toronto Police Services statistics cited in a CTV report.
According to CTV, the number of Toronto drivers charged annually for operating a motor vehicle without insurance is as follows:
•2009: 5,744 charges
•2010: 6,228 charges
•2011 to date (Apr.18, 2011): 1,646 charges
If the 2011 numbers above were spread out over a 12-month period, they would surpass the total number of charges in 2010.
CTV noted there is a 64% conviction rate for driving without insurance.
The minimum fine is $5,000, although police officers in the CTV news clip observed some accused have received less than the minimum – one as low as $2,500 – due to economic hardship.
