The new Health Claims for Auto Insurance (HCAI) system for electronically submitting accident benefit health care claims forms in Ontario has 104 insurance companies enrolled as of Jan. 2, 2008, along with 1,225 health care service providers.
In a little less than a month, Feb. 1, 2008, it will be mandatory for health care providers to submit all OCF 18, 21, 22 and 23 forms to insurers through the HCAI electronic claims processing system.
The Financial Service Commission of Ontario (FSCO) Web site lists a total of 252 registered property and casualty insurance companies, reinsurance companies and their subsidiaries operating in Ontario.
[This number of insurers and reinsurers operating in Ontario excludes companies that deal only in mortgage or credit insurance, and not all of the companies included in the above total offer automobile insurance.]
Insurance Bureau of Canada contacted each of the insurers named on the FSCO site and determined that only 120 of these companies were affected by HCAI.
HCAI notes on its Web site, where it posted its updated enrolment list, that the HCAI system is being performed through a phased rollout. Its participant list contains the names of insurers and health care facilities, or specified branch offices of insurers, that have submitted a completed enrolment form to the HCAI Central Processing Agency (CPA) and have been enrolled to use the HCAI system as of a particular effective date.
HCAI notes on its Web site that insurers enrolling on the system now can no longer enter a preferred effective enrolment date prior to Feb. 1, 2008. The preferred date now would simply be the same Feb. 1 date as the system comes into effect.
