B.C. Insurance Council suspends license of agent, agency, pending investigation into allegations including fraudulent transfer of a car

The B.C. Insurance Council has suspended the license of agent Yik Lun Hui and insurance agency Roadways Insurance Agencies Inc., pending the outcome of a council investigation into allegations that Hui failed to carry out his duties and responsibilities as an agent competently.
The council’s announcement specifies only one specific allegation under investigation, although it alludes to others. Specifically, it is investigating allegations that Hui tried to help a client avoid paying outstanding debt owed to ICBC.
Council is assessing whether Hui did this, allegedly by:
•processing a transfer of the ownership of a client’s vehicle in the name of another person without the person being present, by forging the person’s signature; and
•on four occasions within an approximate six-month period, processing insurance on the client’s vehicle, which was not in the name of the other person.
Council determined further investigation into the allegations was required, but it was in the public interest to suspend Hui’s license while the investigation was underway.
Council also suspended Roadways’ license since “an investigation of the agency identified misconduct that brings into question the supervision at the agency.
“Council determined that misconduct at the agency arose from the activities of a past owner of the agency, a present owner of the agency, as well as from Yik Lun Hui, all of whom failed to perform their responsibilities adequately.”
Roadways’ license is suspended until the agency finds an appointed nominee who has been licensed for five of the past seven years, works for the agency full-time and does not represent any other agency and is a majority shareholder of the agency or acts at arm’s length from the agency’s shareholders.
